Waist: Measure around the narrowest part of your natural waist. Keep the tape somewhat snug, but still comfortable loose.
Hips: Stand with your legs and feet together and measure around the fullest part of your hips.

"This dress is a little darker than the picture shows, but I personally love that. It’s thick, well-made, thoughtfully built, and has pockets. I ordered my size according to the size chart (3x), but I’m considering an exchange for a side down. The lacing makes it very inclusive, it depends on how far apart you want the chest corsetting. Surprisingly worth the money. Turned around and ordered another different dress. The only drawback is that I did not get a tracking number, it just showed up.
